Dear Sir/Madam,
Thank you for your email of 2.9.2006.
If you are aged 18 or above and have a driving licence issued in the Mainland which is valid or has been expired for not more than 3 years, you may apply for direct issue of Hong Kong driving licence without test. For the eligibility, please refer to the General Requirements. You may find Part d) very useful.
To submit application, please approach the Hong Kong Licensing Office at 3/F., United Centre, 95 Queensway and produce the completed application form together with the following supporting documents :-
1) original and photocopy of applicant’s driving licence issued in the Mainland;
2) original and photocopy of applicant’s Identity Document; and
3) any other supporting documents whichever needed for satisfying the General Requirements.
The application form (TD63A) can be obtained at the Internet website of Transport Department (http://www.info.gov.hk/td). The processing time for the application will normally take five working days. The fee for a 10-year driving licence is HK$900.
General Requirements
An applicant for direct issue of a full Hong Kong Driving Licence must comply in full the following criteria as stipulated in Regulation 11 of the Road Traffic (Driving Licences) Regulations:-
a) within 3 years before the date of application, he has held a driver’s certificate or licence issued by a competent authority of one of the countries or places listed in the Fourth Schedule of the Road Traffic (Driving Licences) Regulations;
b) the certificate or licence was issued to the applicant after successful completion of a test of competence to drive;
c) the driving licence for which he has applied is for the same class(es) of motor vehicles as authorized in his certificate/licence; (direct issue only applies to the issue of driving licence for private car, light goods vehicle, motor cycle and motor tricycle only); and
d) he satisfies one of the following requirements:
i) the certificate/licence held by the applicant was originally issued to him during a period of residence of not less than 6 months in the country or place of issue; or
ii) immediately before the date of application the applicant has held the overseas driving licence for 5 years or more; or
iii) the applicant is holding a passport or equivalent travel document issued by the country or place which also issued him the driving licence.
